Green Street East Proposal

Introduction

This page provides information about the proposal for up to 700 dwellings to be built on Land East of Green Street. The most recent updates are at the top of the page, with earlier updates below. This is site PCS4 in the Local Plan.

Update April 2024

New applications to develop housing to the east of Green Street are now available on the TRDC Planning Portal under the references 24/0476/OUT (300 Dwellings) and 24/0538/OUT (675 New Dwellings and a 2 Form Primary School). Links to the applications can be found below.

24/0476/OUT Outline Application: Demolition of the existing farm building and comprehensive development of the Site, delivering up to 300 no. residential dwellings (Use Class C3), associated access, and supporting amenity space, landscaping, green infrastructure and sustainable drainage systems (all matters reserved except for access). 
24/0538/OUT Outline Application: Demolition of the existing farm building and comprehensive development of the Site, delivering up to 675 no. residential dwellings (Use Class C3), a new two-form entry primary school, associated access, and supporting amenity space, landscaping, green infrastructure and sustainable drainage systems (all matters reserved except for access). 

The formal consultation on these has commenced and will close on 13th May 2024.

As part of our work on behalf of local residents, we have undertaken an analysis of the two applications to develop residential property on the fields to the east of Green Street between Orchard Drive and St Clement Danes. In doing this we have used the information provided in the various documents submitted by the developers along with local knowledge and publicly available statistical data for the area.

The analysis, which can be found using the link below, considers key planning matters as dictated by the government’s planning rules (the National Planning Policy Framework or NPPF) and the district council’s planning rules (the current Local Plan). Whilst residents can submit any comments they wish on the applications, decisions made by the council can only be made on valid planning grounds as laid down in these documents.

The precise timing of the decision by Three Rivers District Council, including its presentation to their Planning Committee, is uncertain at this time but will probably not happen before July this year.

Update February 2024

Developers for the site east of Green Street have announced that they intend to submit new applications to develop housing on the site. Two alternative applications will be submitted:

  • An application for up to 300 homes in the lower part of the site, or
  • An application for up to 700 homes, with land set aside in the upper (north-western) part of the site for a new primary school.

The developers have provided a website with further detail on the applications – www.greenstreeteast.co.uk. Residents can provide feedback to the developer on this site but this feedback will not form part of the TRDC Planning Department consideration of the applications. 

At first view, other than the inclusion of land for a new primary school in the larger application, these applications seem very similar to the previous ones.

The applicants have said that the applications will be submitted soon but it may take TRDC some time to validate them before they are publicly available. Once the applications are available on the TRDC Planning Portal, we will undertake a full analysis of them and communicate this to residents.
